Chuck recently returned to the private sector following an over 30 year career in putlic service at the local, state, and federal levels. He is of counsel to the law firm of Marks DiPalermo PLLC (www.marksdipalermo.com), focusing on Real Estate and Economic Development transactions, particularly transactions in Federal Opportunity Zones (OZ), and intergovernmental relations.

Chuck began his public service career in 1985 immediately upon completing law school, when he became the Regional Representative of then Governor Mario Cuomo for Westchester, Putnam, and Rockland Counties. This was followed by service as the Director of Economic Development for the City of Yonkers and Deputy Director of the Yonkers Industrial Development Agency. After this, he held administrative positions with the NYS Urban Development Corporation (now known as ESD) and the United States Department of Housing & Urban Development and was elected to two four-year terms as the City Council President of Yonkers. (Yonkers is New York's fourth largest City with a budget in excess of $900 million.) Chuck's most recent public service, before retiring in 2019 to rejoin the private sector, was as a Deputy Counsel & Assistant Commissioner for the New York State Homes & Community Renewal (HCR), During part of this engagement he also served as Regional Representative for Governor Andrew Cuomo.

Chuck also engages in hands on affordable housing and OZ work. He is the Vice-President of Rental and Management Associates (www.RMABronx.net), a family property management company for which he worked doing breaks in his public service. RMA specializes in managing affordable rental housing, but also manages co-ops, condos, and commercial spaces. In addition, Chuck is a principal in several opportunity zone ventures developing affordable rental housing and other OZ enterprises.

Civic Activities. Chuck is a past President of both the Federated Conservationists of Westchester and the Westchester Municipal Officials Association, where he remains an advisor. He is a founding member of both Local Progress and the Strong Cities Alliance. He is the Treasurer of, and counsel to, sculptor Vinnie Bagwell's tribute to Enslaved Africans.
